Dr. Stacy Phillips

Dr. Stacy Phillips, DSW, LMSW

Dr. Stacy Phillips is a victim justice leader, educator, and licensed master social worker with more than two decades of experience working with children, families, and communities impacted by trauma. She currently serves as a Program Manager and Child & Youth Subject Matter Expert at the U.S. Department of Justice’s Office for Victims of Crime, where she helps lead national initiatives and grant programs that strengthen services and support for young victims and their families.

Dr. Phillips holds a Doctorate in Social Work from the University of Southern California and a Master of Social Work from The Catholic University of America. She also completed the Public Policy Leadership Certificate program at Harvard Kennedy School. In addition to her federal service, she serves as an adjunct professor at The Catholic University of America, where she teaches undergraduate and graduate courses in social welfare policy and research methods.

Dr. Phillips is the founder of IMPACT (Intervening, Mitigating, and Preventing Adolescent and Childhood Trauma), an initiative dedicated to helping communities better understand trauma and create environments where young people can thrive. Through this work, she provides training locally in Prince William County schools and nationally on trauma-responsive, trauma-sensitive, and hope-centered practices.

Throughout her career, Dr. Phillips has remained committed to strengthening systems that support children and families and helping communities build environments where young people can develop resilience, character, and purpose.

Dr. Phillips is the proud mother of three young men, ages 21, 20, and 18, and often jokes that her most important leadership role is serving as the CEO of her household. Her experiences as a mother, educator, and advocate continue to shape her deep commitment to supporting families and helping young people grow in faith, character, and leadership.
